RFI – BRASS capability for Estonian Defence Forces
The Estonian Centre for Defence Investments (ECDI) would like to invite you to participate in the preliminary Request for Information (RFI) stage of preparation of the tendering process for procurement of “BRASS capability” for Estonian Defence Forces (EDF)”.
The intent of the RFI is to see available solutions based on military messaging and communication solutions present on the market today, which can fulfill both National and NATO’s requirements. The overall scope of this RFI is to gain a better understanding of what capability packages industry can provide to satisfy both ship and shore based HF communication components.
Currently the ECDI is in the planning phase of preparation an official procurement to procure a secure, continuous, strategic and independent long range HF communication capability. The procurable capability will be used as a primary strategic mean of HF communication ensuring Broadcast, Ship-to-Shore (BRASS) and Ship-to-Ship communication for National and NATO units.

Established in 2017, the Estonian Centre for Defence Investment (ECDI) is an institution that deals with the acquisition of infrastructure and materials in the area of government of the Ministry of Defence. The purpose of the ECDI is to enable the Defence Forces to focus on their core activity, i.e. the performance of military tasks, and to create maximum defence capabilities for every euro invested. The ECDI organizes procurements for the Ministry of Defence, the Defence Forces and other government agencies, and manages and develops their real estate.
