Conditions and Timeline of the Call for Proposals

The detailed conditions of the call for proposals and the documents required for submission have been published in the Official Announcements (English translation is provided in the documents).

Companies must submit an operational plan for the call for proposals, which must include detailed information on at least the following topics:

  1. description of the product to be manufactured;
  2. description of the production process;
  3. description and timeline of actions for establishing production readiness;
  4. desired land area in square metres, considering safety zones around handling sites;
  5. a conceptual layout drawing(s) of the production buildings to be established, the area of the production buildings and the net quantity of the explosive substance handled per each building;
  6. the planned quantity of explosive substance or other product to be produced, relevant under the selective tender, in total;
  7. the maximum net quantity of explosive substance to be stored in the storage facilities at any one time;
  8. need for base infrastructure;
  9. detailed breakdown of the supply chain for at least the key components of the products;
  10. description of logistics;
  11. customers;
  12. marketing approach, including sales process and market potential;
  13. competitors and competitive advantages;
  14. price indication of the product and market comparison;
  15. business plan of the project;
  16. risk analysis;
  17. expected results, including production volumes;
  18. the estimated investment amount expressed in euros.

Timeline

  • April 9, 2025 – The call for proposals for the defence industry park is announced in the Official Announcements.
  • April 17, 2025 – RKIK will hold information day for companies interested in the call for proposals, followed by the opportunity to visit the defence industry park area.
  • May 15, 2025 – Companies must submit to ECDI basic information about what they intend to produce, what area/infrastructure they require, etc.
  • June 15, 2025 – Deadline for submitting proposals that include a detailed operational plan and other key information based on the evaluation criteria. Companies that meet the qualification requirements will enter into negotiations.
  • July 28, 2025 – After the negotiations, ECDI will submit a Proposal Submission Invitation (PEE) to the companies that participated in the negotiations, taking into account the solutions presented and refined during the discussions.
  • August 31, 2025 – The evaluation committee will submit a recommendation to the Minister of Defence to approve the results of the call for proposals.
