Ukraine Support Measure

The Estonian Centre for Defence Investments (ECDI) is launching a program to purchase products or services suitable for targeted use by Ukraine’s armed forces during crises and wartime. All eligible companies registered in Estonia are welcome to submit their products or services.

Estonia supports Ukraine in its war against the aggressor with an annual commitment of at least 0.25% of its GDP. This includes providing direct military material aid, contributing to the training of Ukrainian military personnel, and co-leading the IT coalition for Ukraine’s support alongside Luxembourg. This new program creates an opportunity for Estonian companies to contribute to Ukraine’s victory.

General Requirements for Companies:

  • The company is registered in the Republic of Estonia.
  • Shareholders owning more than 5% of the company’s equity or share capital are registered in the Republic of Estonia or another suitable country (i.e., a member state of the European Union or NATO, a country with a valid association agreement with the European Union, or a jurisdiction cooperating on tax matters as defined by the Income Tax Act).
  • The company is solvent.
  • The company has no tax arrears and has not been penalized in criminal or misdemeanor proceedings.
  • The company’s net turnover for the most recent financial year is at least double the cost specified in the application for program participation or has the necessary financial resources to ensure contract fulfillment.

General Requirements for Products (or Services):

  • Products are designed for targeted use by armed forces in crisis and wartime conditions.
  • Products are fully developed and previously marketed.
  • The product and its components must not have export controls, intellectual property restrictions, or other limitations preventing export to Ukraine.
  • If the product or service is classified as a military or dual-use item, a special permit (export license) must be obtained for export.
  • At least 30% of the production process must be locally sourced.
  • Participation in the program must contribute to the growth of product development and production capacity.
  • The delivery time for the offered product and quantity, or the service execution time, must not exceed 24 months.

  • Publication of General Information about the Support Measure: December 6, 2024
  • Information Day for Companies (presentations in Estonian): December 17, 2024
  • Official Announcement of the Measure (documents in Estonian): January 2, 2025
  • Deadline for Submitting Applications: January 31, 2025
  • Selection by Ukraine Based on Military Needs: February–March 2025
