Ukraine Support Measure
The Estonian Centre for Defence Investments (ECDI) is opening a support measure for 2026 for the procurement of products and services intended for use by the Armed Forces of Ukraine in times of crisis and war. All Estonia-registered companies that meet the established requirements are eligible to submit their offers.
Estonia remains firmly committed to supporting Ukraine in repelling Russia’s war of aggression. As in 2025, we will adhere in 2026 to the principle that 0.25% of our GDP—amounting to more than €100 million—will be allocated to assistance for Ukraine. The majority of this funding will be directed towards supporting Ukraine through products and services delivered by Estonian companies, in accordance with Ukraine’s military needs.
The 2025 support measure attracted significant interest from companies, confirming the development potential of Estonia’s defence industry. For the upcoming measure, we have combined the capability requirements of both the Ukrainian and Estonian Defence Forces, while placing greater emphasis on strengthening the production capacity and supply reliability of Estonia’s domestic defence industry.

General timeline of the support measure:
- Publication of documentation: 16.09.2025
- Information day for companies (in Estonian): 22.09.2025
- Deadline for conclusion of non-disclosure agreements: 10.10.2025
- Application deadline: 20.10.2025
- Contract performance period: up to 12 months from the date of signature
Applications will be reviewed for compliance by an expert committee composed of representatives from ECDI, the Estonian Defence Forces, and the Ministry of Defence.
