Information Day for the Second Selective Tender for the Defence Industrial Park
The Estonian Centre for Defence Investments (ECDI) is organising an information day to introduce the selective tender:
- Through the establishment of a right of superficies under a selective tender procedure, a land area will be made available for use for a period of up to 70 years with the aim of supporting the development of Estonia’s defence and security sector. The land may be used for the manufacture of ammunition, non-explosive-containing munitions, explosive-containing munitions, military explosive materials or military explosives, including pyrotechnic products intended for military use, such as rocket propellant (for the avoidance of doubt, this does not include the manufacture of fireworks or other pyrotechnic products intended for non-military purposes), or components of any of the aforementioned products.
- The land areas to be made available are located in Pärnu County on the following properties:
- Vahtra property, Ermistu village, Pärnu City, Pärnu County, cadastral reference 62401:001:3719, area 19 ha, designated use: 50% industrial land and 50% commercial land.
- Pihlaka property, Ermistu village, Pärnu City, Pärnu County, cadastral reference 62401:001:3718, area 13 ha, designated use: 50% industrial land and 50% commercial land.
- Suurmetsa property, Ermistu village, Pärnu City, Pärnu County, cadastral reference 62401:001:3723, area 13 ha, designated use: 50% industrial land and 50% commercial land.
- In addition to the land areas referred to in point 2, the organiser of the selective tender may, during the tender procedure, decide to make available an additional land area located at Kohtla metskond 200, Aidu village, Lüganuse Municipality, Ida-Viru County, cadastral reference 43801:001:0133, area 2,134,085.0 m², designated use: 100% agricultural land (hereinafter the “Additional Area”).
- The terms and conditions of the selective tender will be presented at the information day held on 28 August 2026 from 10:00 to 13:00 at the Ministry of Defence. Following the information day, the terms and conditions will also be published in the Official Announcements at www.ametlikudteadaanded.ee.

The information day will be held in Estonian with simultaneous interpretation into English. All information materials will be available in both Estonian and English.

The following information concerning each participant must be submitted together with the registration request:
- name and Estonian personal identification code of the participant (natural person), or date of birth if no personal identification code is available;
- details of the legal entity represented by the participant – name, registration number, registered office/location, and the participant’s position or role within the legal entity represented;
- contact details of the participant.
Participation in the information day is possible only with prior registration.
It is also possible to participate remotely via the VTC video conferencing platform. Participants wishing to attend remotely should indicate this when registering, after which a participation link will be sent to them.
