Twelve Applications Submitted for Defence Industry Park Selective Tender

Twelve companies have expressed interest in producing ammunition, munitions, military explosives, or their components at the planned Defence Industry Park in Pärnu County, with half of the applicants being Estonian firms. The deadline for initial offers is 15 June.
“Receiving twelve applications indicates significant interest in the upcoming Defence Industry Park, and as anticipated, some proposals include large-calibre ammunition manufacturers,” said Minister of Defence Hanno Pevkur. “I’m particularly pleased that half of the participants are Estonian companies, demonstrating our domestic industry’s willingness and capability to contribute to national defence. We remain on schedule to commence shell production by late 2026 or early 2027,” the minister added.
According to Katri Raudsepp, Deputy Director General of the Estonian Centre for Defence Investments (ECDI), initial offers are expected by 15 June. “The strong interest from entrepreneurs is encouraging, and I hope that we can proceed to negotiations with most of them,” said Raudsepp. Following the negotiations, ECDI will establish the final evaluation criteria, their weightings, scoring ranges, and assessment methodology, which will be included in the invitation to final offers by 28 July at the latest. The final offers will be evaluated by a commission appointed by the Director General of ECDI.
