RKIK – Estonian Centre for Defence Investment – is the central procurement body within the Ministry of Defence’s area of administration, responsible for the availability of materials and services, ensuring the functioning and safe infrastructure required for national defence.
Our goal is to enable organisations involved in national defence to focus on their core activities by reducing their administrative burden and ensuring the most effective development of Estonia’s defence capabilities. Our team includes top-level engineers, specialists, managers, chefs, and assistant chefs, who contribute their expertise and skills to ensure the swift and efficient provisioning and advancement of the defence sector.
Our mission is to ensure that every euro invested in defence yields the maximum possible defence capability.
Significant Increase in Investments and Procurements
The volume of investments and special defence procurements within the Ministry of Defence’s area of administration has multiplied. In 2010, the volume of investments and defence-related procurements in the field of national defence amounted to €57.3 million, whereas in 2023, defence expenditures exceeded the €1 billion mark for the first time. Need for More Effective Coordination
As procurements have become more complex and the need for expanding defence infrastructure has increased, there has been a clearer need for more unified and efficient coordination in both procurement and infrastructure development. This need was outlined in the 2010 national defence strategy, which led to the creation of a central body through a directive issued by the Minister of Defence on November 9, 2015. The Centre for Defence Investment began operations on January 1, 2017.
This centralization enabled the harmonization of processes previously used across various institutions, improved the quality of contracts, and clarified the roles and responsibilities of all parties involved. As a result, the entire procurement process has become more transparent and comprehensible.
